13. LINKING
13.1 PELICAN CONTROLLER
A link to an adjacent Pelican Controller may be provided for the purpose of inhibiting
the appearance of its pedestrian stage until certain conditions occur within the Type
400 Controller, in order to prevent the intersection becoming congested.
The inhibit facility is incorporated within the Pelican Controller and the Type 400
Controller provides a signal for connection to it.
The normal method of operation is that the start or end of a nominated phase or stage
in the Type 400 Controller starts a DELAY timer, the expiry of which starts a LIFT
INHIBIT timer. The value of the DELAY timer is dependent on the layout of the
intersection but the LIFT INHIBIT timer normally has a small value (e.g. 1 or 2
seconds) and acts as a window period for demands for the pedestrian stage of the
Pelican Controller.
If a demand exists or matures during the window period, then the pedestrian stage is
allowed to gain ROW subject to the method of control of the Pelican Controller. The
inhibit is re-applied at the termination of the window period, but this will not affect the
pedestrian stage if it has gained ROW.
If the Type 400 Controller is liable to rest on a phase or stage for long periods then an
OVERRIDE timer may be provided in order to lift the inhibit in the event of the
nominated phase or stage not starting or ending.
If the lifting of the inhibit is associated with the start of the nominated phase or stage
then the OVERRIDE timer will commence timing at the end of the phase or stage and
will be reset at the start.
If the lifting of the inhibit is associated with the end of the nominated phase or stage
then the OVERRIDE timer will commence timing at the start of the phase or stage and
will be reset at the end.
The expiry of the OVERRIDE timer starts the LIFT INHIBIT timer and the process is
the same as before. The OVERRIDE timer will continue to run until reset.
The link may only be effective during certain times of the day if required.
A control bit (LL) may be transmitted from the UTC computer in order to remove the
link if required.
If the Type 400 Controller fails or is switched off then the inhibit will be lifted.
Figure 21.19 illustrates a request for a link with an adjacent Pelican Controller. Figure
21.12 and Figure 21.13 illustrate applying and removing the link at certain times of the
day (see section 12.2).
